The Intelligence Bureau of Pakistan is a civil bureau of intelligence that came into being at the time of British rule over the sub-continent making it the primordial intelligence agency of Pakistan.

At the time of independence in 1947, the Pakistani Intelligence Bureau was established in Karachi to safeguard national and international interests. It was the only agency at that time whose community helped guide the directives in the right direction. It was due to the internal threats and poor performance during the war of India which resulted in the creation of ISI in 1948.

The appointments and Directors of supervision are in the jurisdiction of the Prime Minister of Pakistan with the approval of the President. The agency is civilian-based so the governing body consists of the civil bureaucracy, policemen, and retired army officials.
