Government Holdings Private Limited is Pakistan’s 5th most significant oil and gas exploration and production company. GHPL is a holding company wholly owned by the Government of Pakistan with investments in the exploration and production sectors.

GHPL was incorporated as a private limited company under the Companies Ordinance 1984 (now Companies Act 2017) in 2000. It is the third public sector oil and gas exploration company operating under the Petroleum Division of the Ministry of Energy, Pakistan.

The company was created to separate the commercial and regulatory functions performed by the Ministry of Energy (Petroleum Division). It operates as a non-operator partner for Coastal Petroleum E&P Joint Ventures and is licensed by the Government of Pakistan for Offshore Petroleum.

It owns subsidiaries of Interstate Gas Systems (Pvt) Limited, Pakistan LNG Limited, and Pakistan LNG Terminals Limited. The company monitors and manages interests operating in coastal and offshore blocks without compromising quality.
